What drives the price

Arizona factors
Hard water is the big one. Chandler publishes an average of 16.5 grains per gallon, with a range of 5 to 20 across the city. Gilbert says 8 to 10. Mesa runs 12 to 22 depending on which plant serves your street. The USGS calls anything over 180 mg/L "very hard," and 16.5 grains works out to about 282 mg/L using the 17.1 mg/L per grain conversion on Gilbert's own water page.
That mineral settles at the bottom of the tank as scale. Scale insulates the burner from the water, so the heater runs longer to do the same job, and it wears through the anode rod faster. Rheem says hard water, heavy use, and skipped maintenance all shorten a tank's life, and it puts a traditional tank at 8 to 12 years.
Permits are city by city. Gilbert's code amendments exempt a like for like water heater swap from a permit when an Arizona licensed contractor installs it, the new unit is equal or lower BTU or amperage, and it isn't tankless. Do it yourself, go up in size, or go tankless, and you're pulling a permit.

Repair or replace?
Go find the sticker on your heater. The first four digits of the serial number usually give you the build date. If the tank is under eight years old and the problem is a valve, thermocouple, element, or the pilot, a repair usually makes sense. That's the $421 to $1,235 line above.
If water is coming from the tank itself, not a fitting, the tank has rusted through and there's no fixing that. Replace it. Same answer if it's past 10 years and you're already paying for a second repair. Rheem's own guidance is that the risk of a leak or sudden failure climbs a lot after year 10, and a tank that lets go in a hall closet does a lot more damage than one in the garage.

How much does it cost to replace a 50-gallon water heater?

A 50 gallon gas unit lands toward the upper part of that range, mostly because the unit itself costs more. Where the heater sits and what code items it needs move the price more than the extra ten gallons does.
How much does a tankless water heater cost to install?
$6,252 to $8,027 on our last 9 installs, which is a small sample. Most of the extra cost over a tank is the gas line, venting, and condensate work a tankless unit needs. Angi's national range is $1,400 to $3,900.
What is the labor cost to install a water heater?
We don't quote labor separately. You get one written price for the whole job. For a national reference, Angi puts plumbers at $45 to $200 per hour. A straightforward garage swap is a few hours of work. An attic unit takes longer.
Do you need a permit to replace a water heater in Arizona?

Why is my water heater leaking?
Look at where the water is coming from. A drip at the T&P valve, a fitting, or the drain valve is usually a repair. Water seeping from the tank body, or pooling under it with no wet fitting above, means the tank has rusted through. That one is a replacement.
