Salt-based softener
Removes the hardness minerals fully. No spots, appliances protected, noticeable difference in skin and hair. Needs salt topped off.
Salt-free conditioner
Changes the minerals so they don't stick, but doesn't remove them. Reasonable at low hardness, or where a septic system rules salt out. Usually not enough here.
Reverse osmosis
Under-sink filtration for what you drink and cook with. Removes the chlorine taste and dissolved solids. Filters and membrane get changed on a schedule.
Our recommendation. Most Phoenix-area homes end up with both a softener and an RO system, because they solve different problems. If you only budget for one, start with the softener. It's the one protecting the water heater.
